Community Strategy 2008-28

Community Strategy for Cumbria

The Community Strategy puts in place high aspirations for the county and aims to provide focus for making Cumbria the best place to be born and grow up. We are working towards this vision through focused activity around 5 themes:

  • Safe, strong and inclusive communities
  • Health and well-being throughout life
  • A sustainable and prosperous economy
  • Effective connections between people and places
  • World class environmental quality

The Cumbria Community Strategy builds on the existing 5 Community Strategies that are in place in each District throughout the county:

 District Sustainable Community Strategies

The Community Strategy is part of a larger suite of documents, including the Sub- Regional Spatial Strategy, which provides a long term spatial vision and expresses those parts of the Community Strategy that relate to the use and development of land.   The Strategy provides the policy framework to support 3 spatial objectives:

  • To reduce the dependency for high level services/jobs on towns outside Cumbria
  • To increase the viability and complementary nature of key towns and villages throughout Cumbria
  • To develop and maintain high quality modern and integrated transport networks

Other documents in the suite include:

  • The Local Area Agreement
  • The evidence base from which all priorities have been identified

Developing a Single Community Strategy for Cumbria

Work is now beginning to build on what we already have in place by developing one single Community Strategy for Cumbria. The benefits of this will be:

  • To have one single vision and one set of outcomes that all partners in Cumbria can focus on delivering
  • To have one strategy with a co-ordinated delivery framework - so all partners and the public are clear about who's doing what.
  • To have one strategy that clearly identifies and seeks to address specific priority issues and inequalities in communities across Cumbria , including a particular focus on health inequalities.
  • To enhance the visible links between where we are now, the outcomes we want to achieve, delivery of services to achieve those outcomes, and reporting on progress.

Stakeholders are beginning to discuss wherewe are now and what the key challenges are that Cumbria faces over the next 20 years.

In early July, a range of stakeholders will be invited to come together at a small number of sessions across the county to work up some potential priority outcomes.

Consultation on a draft Community Strategy will begin in September 2010 and run through into December 2010. All stakeholders will be invited to submit their views and all these responses will be considered when finalizing the Strategy.

The final draft Community Strategy will then be produced for each partner organization to approve from February 2010.

By April 2011 partners will have set out how each outcome in the Community Strategy for Cumbria is going to be delivered.
