Sustainability Appraisal of the Cumbria Local Area Agreement

A group of volunteers from the District Councils  and the LSPs took part in a sustainability Appraisal of the draft Cumbria Agreement,  lead by Cumbria County Council's Sustainability Team. This appraisal was carried out based on the Draft Outcomes framework of the LAA. This report is being shared with the Lead Officers for each thematic block so that it informs the continuing development of the Cumbrian Agreement.

Local Area Agreement Information and Evidence Base

The reports below are to provide evidence to inform initial discussion on the Cumbrian Agreement.

Strategy Cross Check

The LAA mapping spreadsheets provide background information for discussions about which outcomes and indicators are appropriate for Cumbria's Local Area Agreement. They start to map the various priorities of local organisations and those that are found in local, regional and national strategies.

The information has been gathered in the following way:

  1. LSPs returned their own priorities and mapped against the suggested LAA Outcomes and Indicators (as stated in the LAA Guidance).
  2. Other relevant county-wide and regional strategies were added.
  3. National Public Service Agreement priorities were added as an indicator of key government priorities.
  4. Rather than having a separate list of 'cross-cutting' outcomes/indicators, an extra column shows where an outcome or indicator is linked to a priority in another theme. Added value can be generated if several blocks choose these cross-cutting themes.
  5. Mandatory outcomes and indicators are also identified.  

Some Considerations:
This is not a scientific exercise, for example strategies have not been weighted for importance in any way - but the spreadsheets are meant to provide a basis for further, more detailed discussion.
Not all organisations submitted returns - there are some gaps in the data.
Some of the plans and strategies that have been mapped have very broad priorites and others have more specific aims. In order to reflect this and to inform the decision making process, the spreadsheet lists the outcomes in bold (for the broad heading) and under this, regular type (for sub-headings). It is up to the group to decide whether they would prefer to set a broad outcome or a more specific one.
Outcomes/indicators have been mapped against which heading they most resemble. An element of personal judgment has been used.
